Mr. Spriggs co-founded the Firm in 1982. For more than 40 years, he has practiced in all areas of government contracts and federal claims litigation, counseling at both the prime and subcontractor levels. He handles bid protests and claims arising under all types of contracts. He has successfully litigated and settled claims in a variety of areas, including claims for recovery of various types of overhead and G & A costs; claims for constructive changes based on defective drawings and specifications, interference by inspectors, and delay and disruption; claims for government misappropriation of the contractor's proprietary data; bid protests involving change in evaluation factors, improper sole source awards, defects in solicitations, and unfair treatment of bidders; claims for recovery of termination for convenience settlement costs and profit; bid protests involving improper interpretation of statutes and regulations; and claims for breach of contract including failure to pay and breach of the implied duties of cooperation, and failure to enable performance. He has also effectively employed the government contractor defense to protect contractor clients from specious claims made by third parties.
Mr. Spriggs has tried numerous cases involving proprietary data and trade secrets. He also has represented corporate clients in toxic tort litigation, primarily advancing claims against the government on behalf of former asbestos-containing product manufacturers.
Mr. Spriggs has written and lectured on various issues in government contracts law, including changes and terminations. He served as Editor of the National Contract Management Journal from 1975 to 1983 and is a Fellow of the National Contract Management Association. He also is active in the Public Contract Law Section of the American Bar Association.
Mr. Spriggs served as a commissioned officer in the United States Marine Corps.
