Thomas Mullooly is a partner with Foley & Lardner, vice chair of the Energy Industry Team, and a member of the Energy Regulation Group. Mr. Mullooly has extensive experience in the telecommunications and energy industries, including electric and gas mergers and acquisitions and state and federal regulatory risk analysis. He has secured approvals for transactions before FERC and many state regulatory commissions. He has litigated disputes at FERC, before state commission and in arbitration proceedings.
Mr. Mullooly has negotiated and analyzed numerous complex contracts. He has counseled clients regarding the restructuring laws and orders governing the electric industry in more than a dozen states. He has represented telecom and cable companies in state regulatory proceedings and has assisted large companies with procuring telecom services and in contract disputes with telecom providers.
Mr. Mullooly has a lengthy background in politics and government, having worked with the Federal Communications Commission and as a special assistant to U.S. Sen. Herb Kohl in Washington, D.C. He is a graduate of Georgetown University, where he received his bachelor's degree, cum laude. He also received the Distinguished Service Medal and was named a member of the Alpha Sigma Nu. Mr. Mullooly was awarded his law degree, magna cum laude, by Georgetown University Law Center and was named a member of the Order of the Coif (1997).
